I wanted to download the latest CIS (Release Date: October 29, 2008), and noticed that it was for the 32-bit Win XP SP2. Is this version also compatible with the XP SP3 release?

Yes. SP* usually means the lowest level, meaning that SP2 and SP3 is supported - even SP4 if there would have been such an update from Microsoft.
