The safest, and most reliable, approach, is to reinstall by following the advice I give in this topic. However, if you follow this approach you cannot import your old configuration.
If you have a lot of rules already created, and do not want to re-create them, you should instead use the upgrade installer provided on this page.

firewall not working warning
I’m very sorry to hear that. It sounds like something went wrong with the upgrade installer.

ran diagostics in CIS 5.12, it found problems but it couldn’t fix them, generated a report

i had to go into safe mode and use the first uninstaller mentioned above:
and then i could install CIS 6
