Are you using AVG e-mail scanner?
If yes there is a workaround.

No need for the poll, so I have locked it, also try going to the firewall adding Outlookexpress.exe to the application rules, click Learn The Parent, then Allow all Activities for this Application, then click Allow Invisible Connection Attempts, and Skip Advanced Security Checks.

If your server requires a password and user name, Go to Tools, accounts, properties, server tab, check the my server requires authentication box, then click settings, the log on using radio button, then type your user name, in some DSL instances, it would be your full email addy, and then the password. Hit ok where need be to close out, close out of everything else, shut down OE then reopen, should work if this is your problem.
