I only met with this on two notebooks, but both problems were solved. The process is the Windows Update service. For an unknown reason it’ll cause high cpu usage next to custom or block all settings.
To resolve the problems, i followed these steps:
- allow all (be sure to have an active antivirus to avoid problems)
- reboot
- check for windows updates (you can also try to restart the service)
- set back firewall for normal work.
You can also kill the svchost.exe every time if you wouldn’t allow an allow all for a connection or you can switch off windows update and update Windows manualy.
