How to make CIS send its statistics?

I’m using CIS for some years.
I always keep the “Send anonymous program usage” setting turned on, but I have noticed network activity like “CIS is sending something” only 1-2 times in entire life… 88) Diagnostic reports are growing enormous (is there some relationship?).
I know that there is no any button or shedule settings… Is there some trigger to launch statistics sending?

you could run ‘telemetry’ task via Task Scheduler… not sure
