GTA IV [PC] runs like crap

I know what you thought when you first read the subject. ‘Nothing new.’ I know that, but I’d still like some help to get GTA IV to run smoothly on my pc.

First, let’s take a look at my specs:

OS: Windows 7 Home Premium 64 bit
CPU: AMD Phenom X6 1055T (~2.8 GHz)
RAM: 4 GB DDRIII
GPU: ATI Radeon HD 4350

My GTA IV version is 1.0.6.0. At first I used the latest ATI Catalyst version (10.10), but after checking Google I rolled back to 9.8. Unfortunately it did not make any difference. Even on 800x600 and with the lowest settings it stutters.

I know that my video card is not the best, but I’ve seen vids on YouTube showing GTA IV gameplay with the ATI Radeon HD 4350, and there are no problems (e.g. - YouTube).

I have no idea what to do next. My CPU should be way more than powerful enough to run GTA IV. I really, really want to play it with a decent FPS and not 15.17 (according to the built-in benchmark tool). It’s just unacceptable with this rig. Please, who could help me?

Also in the video, he overclocked his radeon to reach only 20 fps…

It’s a little bit strange you can’t have a decent experience in 800x600 with lowest settings, but even with my 8800 GTX I don’t have a decent framerate with this game.
