first i want to say that comodo firewall is awesome, have been using for awhile now. i was hoping someone could look at my global rules and tell me if they are right, also under the settings for IP out which of these should i allow? RAW IP , PUP ,GGP , GRE, RSVP, IGMP?

None of these are required for connecting to the Internet.
Eyeballing your global rules, I think you have your sequence reversed. CIS processes rules in sequence, from the top down. The first matching rule wins. Your first global rule is a “block all inbound” rule, which in effect cuts you off from the Internet. A block-all usually goes at the end of the rules list.
