Try going to WINDOWS\system32 and deleting the termsrv.dll. Windows should restore the original one from WINDOWS\system32\dllcache.
If it doesn’t work, try downloading it from here. First replace the one in WINDOWS\system32\dllcache, then the one in WINDOWS\system32. It’s very important to replace the one in dllcache first, else Windows will restore it. You’ll need to enable viewing hidden files and folders to see dllcache.
If this doesn’t work, open the start menu, click Run and write services.msc. Now find Terminal Server. Double-click it and set start type to Disabled. This should end your problem.
