Whats the problem .
No problems here with Firefox, Chrome, Iron, etc.
IE (8/10) fires up a warning: “To help protect your security IE blocked this site…” but you have an option to ignore and download
As for “nginx/1.2.9”. Are you using HTTP/reverse proxy/mail proxy server by Igor Sysoev?
Another Q would be : - what is your browser?

Im downloading with CD , no proxy in use.
