Firewall Rules, which one takes precedence?

svchost.exe is obviously a Windows System Application, which by default has total firewall freedom, but since I singled it out and made its rule outgoing only, does this one now take precedence?

Also do these rules use a hierarchy system where if a rule is above it takes precedence over ones below, or is the ability to move rules up and down just for organization and that’s all? If there is a hierarchy system, I assume it works the same for HIPS rules as well right?

They follow a hierarchy system, the higher up it is the higher the priority is, same goes for firewall rules for a certain application etc.
