Firewall not enforcing global rules sometimes...

k so after a couple hours of pissing around with my router since i believe that to be at fault for awhile i rebooted and put it into dmz zone to ensure notihng was blocking anything and disabled the firewall with a reboot. after all of that it seemed to work fine up until re-enabled the firewall, did not matter what setting the firewall was on even if it was “training” mode the ports were still stealthed and not allowing the incoming connection through. if i set it to disabled it would actually disable the firewall and the incoming connection came through as normal. and in the global firewall rules i have allow all from all to all ip/port to XXXX port set and enabled. i said f this and went out for the night and would fix it when i got back if i could. upon logging back in from the computer just being locked, no standby/sleep/hibernation all was working well…

Are you sure the port rule in Global Rules is above the basic block rule(s) and not underneath? Please show a screenshot of your Global Rules.
