firewall not blocking IP address / missing traffic

I have configured firewall to block an IP address, but it is not working. The IP is accessing my machine as viewed in wireshark, but does not appear in CIS firewall.
nevermind… added a IP filter in windoze and all is well.

What is actually going on is that certain traffic is not being seen by firewall. Why would that be?

but lack of information to get into the facts.

btw, if you have set the firewall well, there should not be ANY ip that can try to access your computer.
