Firewall installed on a computer with 2 user accounts

I have 2 user accounts on my computer. When I enter(ed) on one account at the internet an then change to the second account, the second one can’t access to the internet anymore. Only the first one and I have to restart to use it on the second account - vice versa.

How can I resolve the problem? Thks
