Very easy in IE, as it is enough to provide the url of the local page of your choice, a little less in Firefox:

If you are lazy, you can use the Stylish addon to have a gui for this modification:

the browser backgrounds site is very nice but it isnt creating a background for my actual homepage!!
it only puts backgrounds on new tabs.
Its a very simple thing that i want to do and i cant believe it cannot be done.
When i start firefox all i have is the white screen and the firefox google search in the middle.
All i wish to do is replace the white screen with an image.

all i have is the white screen and the firefox google search in the middleIt means you do not have by default the empty page (about:blank) but the homepage. (if you want google as an easy accessible item from the empty page, it is available from the upper tab bar, and of course also as a bookmark).

Its a very simple thing that i want to do and i cant believe it cannot be done.If the addons way does not work, yes, it can be done, but no, it is not THAT simple: use the first 2 links i provided (but if i read well, you furthermore need a base64 converter in order for your image to be inserted in the proper format).
