Yes It’s safe to proceed; You’ll get these messages when they do not have extended validation on their SSL Cert’s

There are three types of SSL certificate: EV, OV, DV.
In Dragon 8 (see attached images):
EV: https is green, address bar is green.
OV: https is green, address bar is white.
DV: SSL Warning page, https is orange, address bar is white.
