is there a way to export setting rules globla rules , in short comodo rules in files text?

You can export all your rules. Its in the help file. Simply go to Miscellaneous\Manage My Configuration.

If you use the Manage My Configuration program all settings will be saved.

No, the file is saved as a registry hive. No Option as a text file. You might try running the configuration reporting tool here and see if the report would fit your needs.
