Could anybody explain what does it mean (check the attachment) and how to fix it?
This popup message appears randomly (as for noob like me) since upgrading to 57.0.2987.93 (I can’t repoduce it’s appearance purposely).
However, I didn’t notice any visible problems with CD’s operability when the message appears

I would try disabling all your 3rd party extensions to see if there is one conflicting with Dragon?
If this solves the issue, you could then re-enable them one at a time until you find the culprit.
