Diagnostics only works with internet connection turned on

Like I wrote in the topic’s headline, CIS diagnostics works only with internet connection turned on and then it shows that everything is ok.When I’m offline, diagnostics always (literally always) shows the message “Diagnostics have found some errors and could not fix them automatically”.
Is this normal or not and if it’s not, could be fixed?

I’m on CIS (only with firewall and without antivirus) 10.0.1.6294 and on Windows 7 Ultimate 64-bit.

Diagnostics also checks if it can can connect to Internet or not and if that fails, Diagnostic fails.
