Defense+ Rules

When I was using V3 (I missed V4) Defense+/Computer Security Policy would show a long list of applications, with the correspondent rules.
With V5 I find nothing of the kind. I only have (after close to one month) one rule for a HP app (see snapshot).
Is it normal?

Vista, 32 bit, SP2
CIS (no AV) Proactive security; FW Custum Policy; Defense+ Safe Mode; Sandbox enabled.

Yes, that is normal unless you tell it to create rules for safe applications.
