May be the program has its own DNS cache that compensates?
I dont know what is DNS cache? And what for does a program need it? And what is DNS-RPC Client Service actually?
All websites are defined by their IP address. That is a set of numbers. The human mind can not remember numbers easily so it was made possible to identify web sites by names (f.e. forums.comodo.com); also called Domain Names. The system of translating names into IP addresses is called Domain Name System.
When going to a website your computer will connect to a DNS server that will translate the name, f.e. forums.comodo.com, to the IP address of this web site for it to connect. The program that wants to connect to the web will call the Windows DNS client. This is what D+ will alert for.
Windows, and some programs, will keep a list of DNS requests it made. That is the DNS cache. This is to prevent that the same DNS request get made to servers on the web. That helps to speed up DNS requests on your computer.
To get back to your initial question. Even though you prevent a program from asking the Windows DNS service it may still connect because the program may know the IP address of the site it wants to visit from its DNS cache.

well, then what does Comodo block in this case if the programm still conects to Internet??
and is there a security leak if I allow this connection?
