default block rule can help me?

Hi everyone i’m italian and sorry for my english.
I have read that many persons ask what is the best way(rule)to block more ports: for example 139,445 ecc.
I have a question: with the default block rule at the end of rules list(BLOCK & LOG IP IN E OUT) i think is not necessary to create other block rule before because the default block rule block ALL incoming traffic(any protocol and to any port) that not allowed before.
Is correct? Is a typical cleanup rule or my idea is wrong?
