Date/Time format should follow current user setting in OS regardless of language

1. What actually happened or you saw:
For example, if English language is selected in CIS while the OS language is not English, CIS will use the default date/time format for English in the OS.

2. What you wanted to happen or see:
I think the date/time format should follow the current user setting in the OS, no matter what language is selected in CIS. Many apps do it this way.

3. Why you think it is desirable:
Date/time format is for the user, not for the language.
