D+ ignores actions of Comodo System Cleaner (3.8.64739.471 x32)

After I installed Comodo System Cleaner 1.1.63928.28 on a system where CIS was already installed, I noticed that D+ does not create automatic rules for it or ask what to do.
D+ seems not to notice these actions at all, even in paranoid mode with trusted vendors turned off. That strikes me as weird since D+ even has rules for CIS, so it should have rules for other Comodo products.
When I manually create an ask rule for csc.exe or crc.exe, d+ still doesn’t ask or change the rule to allow. When I create a block rule though, d+ blocks the actions. D+ also blocks access to itself (as it should be).
I noticed on another computer that when I install Comodo System Cleaner first and CIS later, D+ reacts to the executables that I already have used prior to installing CIS, but not to those I use for the first time.
As this behavior seems pretty random, I suspect that it is a bug.
