Crypt32 Timed out error

Hi all

For the last 8 days i have been getting this error

Failed auto update retrieval of third-party root list sequence number from: http://www.download.windowsupdate.com/msdownload/update/v3/static/trustedr/en/authrootseq.txt with error: This operation returned because the timeout period expired.

Today i got this error as well

Failed auto update retrieval of third-party root list sequence number from: http://www.download.windowsupdate.com/msdownload/update/v3/static/trustedr/en/authrootseq.txt with error: The specified server cannot perform the requested operation.

The only thing i found was the first error about timed out was to make sure i was connected to the internet.

Could CIS be blocking this. I have checked the firewall and can not see anything, and i have not blocked any thing concerning this.
Does anyone know where to look if crypt32 is blocked.

CIS 3.8.65951.477
Windows XP Home Edition with SP3

Also be aware i am not the sharpest tool in the shed.

Hi all

Out of curiosity i uninstalled CIS yesterday and since then i have not had any errors and crypt32 updated itself today.

As i was not capable of finding the problem with CIS that somehow had blocked this i will not be re installing CIS.

Shame as i liked it even though i did not really understood how it worked.
