With v6 the user is allowed to terminate CIS processes as it has been requested.

However an unknown file is not allowed to do this. That can be easily seen when writing a simple batch file that will try to terminate the CIS processes.

CIS is the nanny of program behaviour and not the nanny of user behaviour. The user is allowed to do everything even when it is foolish and irresponsible. Unknown programs are limited.
