Did you try to set the Firewall to custom policy mode?
Then the questions come up and you can allow or disallow the programs but if you block svchost.exe then you get the result you are describing (I did it by mistake and everything gets blocked)…
issue with Secunia PSI at start up with CIS 4 beta installed, see screenshot. The program normally starts without any prompt of any kind with CIS 3 installed (and yes, I run Seven with an admin account and UAC/max on ;D )
I did a little research on your error, you could have malware on the system, try to scan your system with spybot, one more thing could be to update the windows Installer to the latest version or if you have the latest version to reinstall it…
default network policy, if compared to CIS 3, is hardly acceptable…ie all outgoing traffic is allowed; anyway setting the firewall to custom policy mode seems to solve the problem.
Didn’t test the behavior in safe mode (I’m back on CIS 3)…seems that CIS 4 doesn’t offer outbound protection by default. Will reinstall this beta when I got more time.

Step by step description to reproduce the issue
I had rivatuner ad rockstar social club app installed. With riva tuner i had made it apply some at startup(overclocking options). As soon as i installed v4 and rebooted i got errors from both.
Riva tuner-------Cannot load rivatuner32.sys driver.(look at the screenshot.
Rockstar Social club application-----------The application has encountered fatal error and must close(Screen Shot).

Edit:Previously using CIS v3 full suite.
Edit 2: Check for updates under ‘More’ tab not working.
Edit 3: Its a sandbox compatability issue.
I unticked the Atutomatically run untrusted probrams in sandbox option’
There is a GUI glitch when displaying New Private Network Detected pop up alert at 120 DPI. Also, the IP/Mask label could be bolder so it’ll be easier to read on that colourful background.
I can’t check anymore, as said I’m back on V3 until I got more time to test V4. But thanks for the feedback, it could indeed have been sent to be run in the sandbox by default as an untrusted application present at start up. It wasn’t in the list of the UI (sandbox), but may be appeared somehow as sandboxed in task manager, I’ll check that later.
edit: anyway it wasn’t in the sandbox folder that I checked after I uninstalled…so I doubt it was sandboxed at all (other stuff was left behind)
When antivirus updates the database for the first time it downloads the latest base file and replaces the old one, but it doesn’t automatically try to download the latest incremental database updates.
After the AV got updated. I Chose run a scan.
Then a dialog box showed a updating staus(or may be appyling the update staus).
Suddenly my start menu button stopped working on mouse click(it worked when i use the shorcut in keyboard).
I had to use repairtaskbarplus which solved the issue. But i dont know if the issue was solved by the tool because when i clicked the repair button my xp logged off and the again logged on. Maybe this loging off and logging on solved the issue. IDK
My Evaluation on this BETA base on my PC with a Single Core Processor on XP SP2 are as follows:
*Intermittent CPU usage (meaning, from Low to frequent Up 100% Cpu usage)
*GOOGLE DESKTOP SIDEBAR cannot start during Windows startup (SANDBOX at any Restriction Level)
*ACCUWEATHER FORECAST cannot start during Windows statup (SANDBOX at any Restriction Level)
*It blocks USB Flash Drive from opening (But corrects/resolved after many times of restarting via Safe Mode)
*It slows down PC performance during Startup and consumed a high CPU usage at stable 100% CPU Usage.
Thanks guys I’ll look into this further when I get back home from work tonight, I had prior CIS V3 .581 & did a virus scan maybe 4 - 5 days ago and system was clean then, I think it maybe is Windows MSI installer that might need updating I have version from 2008 ;D

After fresh install on VM I did AV update and hid the progress window in order to set up other things in the meantime. When update process was completed and I set up other things I noticed that one of the CIS windows has stuck on taskbar. I couldn’t close or restore it. Reboot solved the issue.
Yes but the AV scan don’t finds Spyware.
Lets say you have Virtumonde on your system, the AV says the system is clean but in fact you are badly infected and in worst case need to reinstall windows(worst case scenario, virtumonde is hard to remove, to completely get it of the pc you have to do with I think three or four different programs and manually hack some things)
I had it a few months ago on a costumer xp machine and it took me almost 3hours to get rid of it(usually i would just reinstall everything but the costumer didn’t want me to)…
