It’s for the Website Filtering element of CIS/CF and intended for blocking malicious or phishing websites as you say.
I find it only seemed to work in Firefox with .8012 but yet to try blocking websites in the current Beta.
EDIT: Still only stops a page loading in Firefox and not Edge.
