Have been installed Comodo Firewall 6.3.297838.2953, HIPS is in safe mode. When HIPS detects some activity, and asks me for allow or deny, when i press allow, CPU usage of 1 core become to 100% for 10-15 sec, only after that time i could work with software, which was blocked by HIPS. It’s really annoying. Is it “normal”?

No, nothing. There was a previous old version of Comodo, i removed it and then i install the newest one.
Please try reinstalling by following the advice I give in this topic and see if the problem continues.
