There is one option left to block this port.
As I just discovered. My ISP (XS4all / The Netherlands) has a service with which each individual subscriber is given the opportunity to block incoming requests at the port level. I am sure this will not be a standard service for every ISP out there.
You can give it a try and look at your personal web pagers on your ISPs web site.
