I see now where the problem was with using the uTorrent rule for a server. A server typically uses port 80 for incoming traffic. The uTorrent rule does not allow incoming traffic on the privileged ports (1-1024) for safety reasons.

Sorry for overlooking that and sending you down the lane of a needless clean install.

I think it will be best for everyone if you mention that in the utorrent thread in the first/main post so that any amateur user like me will be able to know what they are doing.
