at paranoid hips mode hips alerts play sounds but doesnt give you pop up
Do the logs show a program required a pop up when you hear the alert sound?

Since when is this happening? Did you make changes to CIS or your system before this started to happen? Is this an older profile? Can you check what happens when you use a clean default profile?
its clean install no imported old config I use proactive mode firewall safe mode hips paranoid mode autocontainment block>unrecognized
