Comodo blocking a site

Comodo keeps blocking http://www.zmoline.com when the network control rules are on. when they are off it loads ok. Any idea why? What happens if i have network control rules off all the time? Anyone know how to do a rule that lets it open. the only rule that was running was “ALLOW IP IN or OUT FORM IP Zone:(my network card) - 10.0.0.0/10.255.255.255 to IP any WHERE IPROTO IS ANY”

Sorry.
It is version 2.4.18.184 running on windows 2000
