I suspect that Netscape timed-out before you could respond to CFPs pop-up… you’re posted rule in the Application Monitor is only for UDP on Port 53, a browser usually needs more. However, if CFP is blocking something then a Log entry (Activity tab) will be created. This entry should say which element of CFP caused the block & what exactly was blocked.
Yea-- I know re ports 80/443/8080/8081 – doing web programming for YEARS now.
manually adding ALLOW TCP OUT 80 and restarting NS8.1 still fails (ie, not at timeout issue),
but the log show unnamed component blocked!
I’ve used ProcessExplorer to to run Dependencies, and any component that is blocked by me is
absent in the memory image.
the real bummer is the non-displayable component name – looks suspicious – I’m going to uninstall
NS8.1 and download another copy.

Sorry, I couldn’t estimate your knowledge based on your first post.
When making posts of CFPs Log, I recommend that you export the Log to an HTML file & then cut ‘n’ paste from the HTML file to here. This way all the details are visible.
However, in your screen shots, it is CFPs Application Monitor that is performing these blocks, not the Component Monitor, despite what the text of one screen shot says. If the Component Monitor was responsible for the block, then CFP would state it as such. But, I agree… the line of unprintable characters is… very weird… perhaps its a language that CFP cannot translate.
NS 8.1 (totally uninstalled and reinstalled)

upon launching, CFP continues in leaning mode, gets App Allowed prompt, and still
ends up with ACCESS denied.
By disabling EITHER (Application / Component) monitoring, NS 8.1 will run; just not with both ENABLED
Still have the bogus component name [][][][][][][] in the log.
ISSUE dead: I only use NS for Browser Compatibility testing anyway. (Firefox is my preferred Browser)
