I’m using CIS premium 5.0.163652.1142 with disabled antivirus, sandbox, updates, cloud based scan and analysis of unrecognized files, but cmdagent.exe downloads more than 100 MB from 208.116.56.69.

cloud scanning would not DOWNLOAD 100mb on his pc 
isnt the antivirus definition base that big?
you should make sure that you dont have two antivirus installed at the same time. when you dont use the comodo antivirus, uninstall it. for example by running the installer again, or by changing it in the software list of your computer.
simple disabling is not the same.
