CIS won't let USB HDD to safely disconnect.

Hi. Not sure what sub dorum this goes to, but I can safely disconnect my USB HDD. USB Safely Remove says cmdagent.exe is using it.

Note that this is a problem only when HDD is connected before OS \ CIS boots, if you connect it after OS boots it can safely disconnect just fine.

With what version of CIS is this happening on which version of Windows?
