CIS 8.2 asks to submit files which has already been submitted

Hi,
CIS 8.2 asked to submit some files . While submitting those files it says the files has already been submitted .

If the files has already been submitted then why it asked me submit it at first place?

When you attempt to submit files for review/analysis, cis submits the hash of the file to determine if it has already been submitted by some other means. Just like how when you try to submit to virustotal, if the hash is found the file will not be uploaded. This prevents duplicate submissions that would otherwise fill the submission process/queue.
