I am able to download it even with IE!
So it is not true that: ““So CIS in such cases switches to http but this file in question is part of configuration file, where it is defined on https and thus download fails.””
It seems like an issue of your side, not from mine: see here what happened in November 2017 (resolved by Comodo):

So we will solve this issue in next release. Let me work out a solution for you via test server.
Where you can point to test server and it will download update fine for you.
May be data syncing problem

just to say that today Web database works well. Yesterday: error, today: perfect. Very strange this behaviour…

I wish to inform you that we recently had an issue with the update in Comodo Internet Security. Also the issue is only with downloading website database and there is no problem with virus definitions database
I just tried to update - and now webdatabase has been updated.
“Unblock Applications”, trying another Cofiguration in Advanced Settings which I have for this problem - nothing was helbfull. Now it has taken hold. Why - I don’t know!
Must be really a bug in the program.
