Although the release info don’t mention PoC anywhere Debut Video Capture Software does the same thing even better as it records also audio.

Those applications are not able to capture videos if another app use the webcam but AFAIK it is techically possible http://www.splitcamera.com/ (thus it is a PoC in a sense)
