I am using CD 23.1 (portable).
CD 23.1 always starts/loads in incognito mode.
There is no ‘Start browser in incognito mode’ checkbox
anywhere in the settings dialogs …
What must I do to set CD 23.1,
so CD 23.1 will NOT start in incognito mode?

Please go to Menu, Settings, Scroll to the bottom of settings, open show advanced settings, under Privacy and remove the check in Start browser in incognito mode.

If you open the settings menu and scroll down there should be a “Show advanced settings” option. Clicking this option will display the options listed under the “Privacy” category. There you will find the option to disable launching in incognito.

Going by your recent issues it could possibly be a corrupt install or a corrupt installer file used.
Did you download the installer from a reputable location?
Try downloading a new installer below and rerunning it to a fresh location seeing you are using the portable version.
