We may be looking at different phenomenons all with the symptom of freezing.
What do you mean with freezing at start? Do you mean freezing at boot? Then check the Windows logs under Sytem logs in Event Viewer (Control Panel → Administrative Tools).
When surfing under what conditions do the freezes occur? Is there a lot of CPU activity on your computer? Is the problem with sites using plugins? What browser are we talking about? If the browser has extension then run the browser with extension disabled and see what happens. Try cleaning cache and cookies and restarting browser.

But my question is: why do I cannot start CAV scan in the Safe Mode? It only says (in the console the upper left corner) that Network Firewall is not working properly. This issue with not getting CAV-scan running in the Safe Mode I also get at my XP-System (Notebook is Win7).I hope some knows the right answer. THX!
