Can't open Folders

winXP sp3 and CIS 5.0.163652.1142, with firewall and antivirus installed

Since I installed cis, when I click on the windows start button, then programs, I cannot right click on a folder and open it for either Open or Open All Users. I have to right click on Start and Open from there, then Open Programs, then Open the folder I want. Or I have to select Explore to open them. I’ve restarted many times but to no effect.

Any way to fix this?
