not sure what to tell you. I have no problems downloading using the link you provided using Dragon, Opera, or IE.
Check the folder where you are trying to download to, and if there is any partial but failed copys of the CIS installer delete these and try again or if you are having trouble viewing the page disable script debug via Control panel, internet options, advanced and tick disable script debugging for IE and other. Good luck.
it was a ddos or browser hijack, getting a new ip allowed me to download it, in all browsers.
