The question about ingoing traffic isnt, if its safe. (Who should know who will knock on your door tomorrow?)
The question is: Is it necessary to allow that?
If everything runs fine, answer is: No.
Try to use the stealth port wizard setting 3. You dont have to ask yourself again about unrequested ingoing traffic.
Only servers and peer to peer could need specific rules to allow ingoing anyway.
