Can firewall cause program to stop working?

Hello. I am having trouble running HP Update (Vista Home Basic). I get the following error: HP Update has stopped working. A problem caused the program to stop working correctly. Windows will close the program and notify you if a solution is available.

Windows had no solution. I uninstalled/reinstalled HP Update with no effect. Turned off CIS and avast! with no effect.

Searching around the net says that it can be caused by “conflict in security programs”:

I am using CIS 3.X firewall only and avast! AV (had trouble updating COMODO AV). TIA for any suggestions.

Oh, forgot. Can someone tell me how to see the allowed programs in CIS 3? I thought I knew at one point but can’t find them anymore. ???

The firewall can get in the way sometimes of other programs.

To see what rules you made for what programs go to Firewall → Advanced → Network Security Policy → Application Rules or to Defense + → Advanced → Computer Security Policy.

To know whether CIS plays a role you could uninstall it and see what happens. Another angle would be to look into the Firewall or Defense + logs to see if things get blocked for the HP Update.
