Can Firewall block only specific URL Sub-directories?

Can the FireWall block only specific URL Sub-directories, while allowing others at the same URL?

EXAMPLE:

_BLOCK: website.org*
_ALLOW: website.org*

Thus block all from sub-directory “1”, but allow all from sub-directory “2”?
