Blocking applications

I need some help.
Everytime I start and then close a program cpf detects that xxxx program is trying to use explorer.exe to access the internet.
II have explorer.exe blocked and have created rules to not allow xxxx’s application internet access also.

The same alert keeps coming up, and if I click deny then mozilla browser can’t connect to the internet.
Fast user switching didn’t fix the issue, I tried this instead of rebooting and the same program injects the “hook” into explorer.exe.

Any guidance greatly appreciated.

Well I guess no one knows how to fix this. Back to agnitum-they are the best! JK
