Block Fragmented IP datagrams has to be flagged or not?

I see that (unlike what the manual says) “Block Fragmented IP datagrams” is no more set by default now, it was set by default until some recent version.
Is there any reason that the default setting was changed?

What’s your advice?
Do I have to set it or not?
Keep in mind that I am regularly connected via eMule, if it makes a difference

It has shown that the settings is causing problems when using a computer with CIS on big lans like for companies, universities etc.

You can simply try and see if things keep on working in the situation(s) you are using CIS.
