Banned Aplication

Hi, I would like to ask, if there is a difference, between those rules:

1. IP is Any & 2. Range 0.0.0.0 - 255.255.255.255 (created by CPF).

Both rule should deny aplication, including loopback, should not they?
When I set it to Skip Parent, the aplication will be blocked completelly?

Those 2 IP types are the same. Yes. Both can be used to deny an app completely.
