Are blocked net zones bugged?

Hi,
I’m struggling with network zones. I want to block all sites but some I want to keep.

  1. I go to Blocked Zones, define new blocked address, type in google.com as host and check “Exclude”. All net traffic stops at this moment. Google.com is also unavailable
  2. I go to Net Zones, define 1 with 2 addresses: google.com and digg.com with “Exclude” unchecked. Then in blocked zones select this newly created zone. Expected: google and digg blocked. Actual: everything is blocked
  3. Same net zone with google.com and digg.com, but ‘Exclude’ checked. Expected: all but google and digg blocked. Actual: everything is unblocked.

Correct me please where I make a mistake, but for now the Blocked Net Zones are not working.
