I can’t get to the standard time websites to automatically sync my computer clock with real world time.

I guess you’re using CPF 2.4 so here it goes.
You’ll need to allow svchost.exe to access thru port 123.
The rule should look like this(%windir% is the location of your Windows-folder):
Application: %windir%\system32\svchost.exe
Parent: %windir%\system32\services.exe
Action: Allow
Protocol: TCP or UDP
Direction: In/Out
Destination port: 123
